First Campus Reaching Wider exists to widen access to higher education by tackling barriers to entry, progression and success in higher education. We are a partnership programme between the four Higher Education Institutions in South East Wales (Cardiff University; Cardiff Metropolitan University; University of South Wales and Royal Welsh College of Music and Drama). We are funded by the Higher Education Funding Council for Wales (HEFCW).

Our ambition is to be recognised for excellence and effectiveness in our widening access activities, committed, as an equal partner, to working in partnership with delivery partners, key stakeholders, the third sector and industry.

We will achieve this through offering a suite of long-term, sustainable interventions to support attainment raising, increase awareness and provide support for progression to higher education and level 4 learning opportunities.

We prioritise the following groups:

1. Young people in the final years of primary school to Key Stage 4 and Adults over 21 with no level four qualifications residing in the bottom two quintiles of the Welsh Index of Multiple Deprivation (WIMD) for the SE Wales region.

2. Care-experienced young people

3. Carers in all age groups

The First Campus project at the University of South Wales is looking for a suitably qualified animation, graphics and digital illustration specialist, either a sole trader or company, to create 5 short animation films in English and Welsh (2 for the FC Vulnerable Groups (VG) Strand and 3 for the FC Adult Strand) for multiuse as follows:

1. The facilitation of an activity as part of a larger education programme

2. To provide information, advice and guidance as part of an education workshop/programme

3. For promotion post FC re-brand.

Community Adult Learners will participate in the creation of the 3 Adult Strand Animations so applicants will also need to demonstrate competence in implementing and managing a series of animation workshops as part of a wider programme of Higher Education aspiration and awareness raising activity. You will be expected to work collaboratively with First Campus managers and officers in the Adult and VG Stands across the First Campus partner HEI’s (USW, CMET and CU). Your services will be engaged via the University of South Wales. It is anticipated the work will be undertaken in quarters 3 (Feb – April 2021) and quarters 4 (May – July 2021) of the First Campus annual reporting cycle.

Total quantity or scope of tender

The successful candidate would be required to create and produce the animated films in accordance with the First Campus Programme KPI’s which will be set out by the Strand Officers and Managers. The role will include:

• Creation and Production of 5 animated film approx. 2 – 3 minutes in length.

• Designing workshops appropriate to the age, demographic and experience of the participants involved in the creation of the animations where applicable (Adult Strand)

• The implementation of the workshops in full, including the provision of equipment, materials and appropriate staff where necessary.

• Management of the workshops.

• Risk assessments must be received for all workshops delivered.

• For events run off the University Campus (in Community Centres and Schools) you are responsible for promoting the First Campus project and acting as its representative at all times

• First Campus branding must appear on any materials and or presentations used.

To achieve this, the successful provider will:

• Have experience of creating professional animations for clients in the private and public sector.

• Possess a good knowledge of the Animation and Digital Industry including careers and education and vocation progression routes.

• Be able to design and develop engaging, hands on workshops that facilitate experiences of autonomy and competence.

• Be able to design and develop workshops that facilitate raised aspirations and awareness of Higher Education.

• Be able to communicate in a relaxed and confident manner and adapt to the different needs of individual groups.

• Hold Comprehensive Professional Indemnity and Public Liability Insurance.

The Animation and Digital Illustration specialist would be expected to work with the strand Officers’ to outline a delivery schedule for the production of the films. Exact dates will be decided with the successful candidate in line with both parties availability. The animation specialist, individual or company, will required to undertake the creation of each strands animations individually via the University of South Wales procurement processes so please break down your pricing appropriately.

Programme description and detail

Learners in the Vulnerable Groups and Adult Strands will engage in workshops prior to the commencement of the production of the Animations to produce the content for the 5 animated films expected from this tender.

Adult Strand

The Adult Strand require the following 3 animated films in English and Welsh:

1. The Journey/History of Education

2. Benefits of Adult Learning

3. Overcoming barriers in Adult Learning

Community Adult Learners will engage in First Campus Creative Writing/Storytelling workshops to produce a collection of spoken word poetry representing the history and benefits and, barriers to adult learning. These workshops will take place for six weeks in January and February. We expect to run two workshops with a maximum of 8 learners in each. Work on the animated films will start in March. The creation of the animated films will include learners and content from the aforementioned workshops. We are hopeful the mode of delivery will be face 2 face but accept that this may have to take place online if we are still under lockdown restrictions.

Vulnerable Groups Strand

The Vulnerable Groups Strand require the following two animated films in English and Welsh:

1. Young Carers

2. Care Experienced Young People

The overall aim of the animations is to highlight the barriers to entry, progression, success within Higher Education specifically for each priority group by sharing real life stories and experiences of these learners. Specifically, we would like the animations to increase awareness of the barriers faced by the priority groups when aiming to access higher education but placed alongside examples of the solutions and success stories of real people who have overcome those barriers in their own education journeys. This aims to provide the audience with a sense of hope for the future if facing their own barriers.

The Vulnerable Groups Strand will undertake a period of consultation with learners to gather real life experiences, case studies and testimonials to build content for the animations. We will undertake the consultation in a variation of ways using creative professionals to draw out themes, storylines and potential characters and the content will be a combination of individual experiences / stories allowing anonymity for the groups involved.

Other key points to consider

• Target audience is KS4 and KS5 learners (age 14 – 18)

• We would like to build in links to IAG to the animation (factsheets, website links, etc)

Submission of Tender
