Abstract

Caerphilly County Borough Council (CCBC) Children Services, Social Services are looking to establish a flexible framework to provide a high quality support to young people, living within the CCBC Council area, who are at significant risk of harm and exploitation. This may include young people who display Harmful Sexual Behaviour (HSB) and young people who are at risk of/have been abused through Child Sexual Exploitation (CSE) and/or Child Criminal Exploitation (CCE. This arrangement will include support for young people who are at significant risk of harm and exploitation. This may include young people who display Harmful Sexual Behaviour (HSB) and young people who are at risk of/have been abused through Child Sexual Exploitation (CSE) and/or Child Criminal Exploitation (CCE). Successful Service Provider(s) will be expected to tailor their intervention to meet the needs of the individuals being referred into the service.

Total quantity or scope of tender

Individuals will be worked with in relation to their specific needs but also in relation to their relationship needs within the family unit. For example, young people and parents may work together at times to understand and address the impact of and help parents/carers to support their children.

Interventions should aim to promote safe and supportive relationships, helping young people develop self-awareness, self-management and a healthy lifestyle. The purpose of offering support to those who have been affected by exploitation is to:

Increase the safety of young people through assessment, planning and access to specialist services

Provide a safe space for individuals to explore feelings and find the best strategies to deal with their experiences and rebuild their lives

Increase their socially acceptable behaviour and reduce/manage sexually harmful behaviour

Break the cycle of abuse by increasing understanding of healthy relationships and behaviour in comparison to coercive and abusive behaviour

Improve their psychological wellbeing, optimism about the future and their sense of self worth

Build resilience to engage in positive behaviour

3 Conditions for Participation

3.1

Minimum standards and qualification required

The flexible arrangement under the Light Touch Regime of the Public Contracts Regulations schedule 3, shall be in place for a period of six (6) years, with the option to extend for up to a further period of 48 months. The mechanism of the arrangement allows the Authority to reserve the right to re-open to allow new providers to join on an annual basis or if there are capacity issues. A contract notice shall be issued to notify the market.

The award criteria is a two stage selection and award process

Stage One - This stage consists of pass / fail questions that must be completed in full. Failure to complete will result in the submission being rejected.

Candidates are required to pass all pass / fail questions to proceed to the award stage. Any candidate that receives a fail based on the scoring methodology within the tender document for any pass / fail question will be eliminated from the process at the point where the fail occurs.

Stage Two - All Organisations that successfully pass all elements of the selection stage will progress on to the Award Stage.

This stage will be evaluated using the Most Economical Advantageous Tender (MEAT) criterion, structured as price 40% / Quality 60%

6. Please enter the information requested, click Next and follow the instructions ensuring that you enter all applicable details.

7. In the Enter Product Classification screen please ensure that you select the Product Classification Codes (CPV Codes)that appear in the tender notice.

8. Accept the Terms and Conditions and then click Next. This takes you in to the Welcome window.

9. In the Welcome window please enter your Organisation name, Organisation ID and User Name (User ID). You now need to create your unique password. Please ensure that you make a note of this along with the other information already recorded.
