The contract provides a prime provider arrangement for adult Musculosceletal services (orthopaedics, physiotherapy, rheumatology and pain services). The providers receive all the CCG funding for these services, provide a front-end assessment service and commission all necessary patient treatments. This award is for a contract of a short duration of 18 months from 1 October 2021 to 31 March 2023.

The services can be provided only by a particular economic operator for the following reason: absence of competition for technical reasons
Explanation
The three Sussex CCGs aim to agree and implement over the medium term a Sussex wide model for musculoskeletal (MSK) services. The national priorities for MSK and the impact of Covid-19 demand a different approach to the delivery of services including the implementation of first contact practitioners, an even greater focus on personalised care and shared decision making enabling patients to make more informed choices about their treatment and care, and the fundamental redesign of traditional outpatient services.
The aim is align contract end dates for the MSK services in Sussex and to take a population health approach and develop a single service model for West Sussex, East Sussex, and Brighton and Hove, with a greater focus on outcomes, reducing inequalities and meeting population health needs at scale.
It is recognised this approach will need considerable system engagement and planning and hence this award of a contract to the incumbent provider and for a short duration of 18 months when the current contract ends. This will allow sufficient time for market engagement with providers, a procurement process, and a suitable period for mobilisation of this complex service to enable a new service go live date of 1 April 2023.
Covid-19 has had a significant impact in terms of delaying this programme and consequently contract awards of a short duration for the services in West Sussex, East Sussex, and Brighton and Hove are required for both existing prime provider contracts to allow sufficient time for system engagement and development of the model. This also recognises key external influencing factors that will impact the time required to comprehensively engage with the provider market as the system will be concurrently managing the continuing impact of Covid-19, a significantly challenging winter period and potential effects of the EU exit on the public sector, including the NHS. The timescale is proposed as both a realistic reflection of the intention for comprehensive engagement through dialogue with providers in the context of other significant external influencing factors, and sufficiently contained to ensure an appropriate pace that will deliver the improved outcomes required.
