II.2.4) Description of the procurement
The provision of a flexible Occupational Health software package is required which will allow NHS Wales to electronically manage its occupational health process. A bi-directional interface is essential between the Occupational Health system and the Electronic Staff Record (ESR)/workforce systems to enable seamless transfer of data/information between the two systems.
The following are some essential characteristics of the requirement:-
Provision of a fully hosted service in a secure environment.
Dedicated telephone and e-mail support.
Monthly reports on all incidents.
Remote diagnostic support.
Provision of a dedicated Customer Services Manager.
Remote training for users.
Data migration from the existing service.

The procurement falls outside the scope of application of the Directive
Explanation:
An extension of the current arrangement for up to 24 months is required as further work needs to be done on the establishment of the bi-directional feed which is scheduled to be completed by the end of March 2021. There is also a Wales wide review of Occupational Health services to establish further alignment and standardisation of the current disparate agreements that will allow an all Wales approach to be established with a single hosting solution with migration and implementation of a single data set once completed.

NHS Wales Shared Services Partnership will allow a minimum 10 calendar day standstill period between notifying the award decision and awarding the contract. Unsuccessful tenderers and applicants are entitled to receive reasons for the decision, including the characteristics and relative advantages of the winning bid and the reasons why the tenderer/applicant was unsuccessful. Should additional information be required it should be requested of the addressee in section I.1. Aggrieved parties who have been harmed or are at risk of harm by breach of the procurement rules have the right to take action in the High Court (England and Wales). Any such action is subject to strict time limits in accordance with the Public Contracts 2015 (Amendments).
