Efficiency East Midlands Ltd (EEM) is a not for profit consortium which establishes and manages a range of framework and DPS agreements.
Our membership has now grown to over 200 public sector organisations including housing associations and ALMO's, local authorities, NHS trusts, education providers, blue light services, government agencies and charities.
EEM have also established a formal collaboration with 3 like-minded procurement consortia — Westworks, South East Consortium and Advantage South West. The membership of these three consortia may be obtained from the following website addresses:

EEM are conducting this tender exercise to procure a windows and doors framework. The framework will be tendered and awarded based on the following core lots:

II.2.4) Description of the procurement
Efficiency East Midlands Ltd (EEM) are conducting this tender exercise on behalf of our membership to establish a provision for the supply only and the supply and installation of windows and doors.
The scope of the EEM0073 Framework has been separated into two different lots, as follows:
• Lot 1 — Supply Only of Windows and Doors.
Lot 1 is to provide EEM Members with a route to enter into contract with suppliers who will be able to manufacture, supply and deliver windows and doors sets. This framework will be open for use by members or by their approved contractor(s). Use of the framework by contractors will be at the direction of EEM only.
EEM have built this framework to be on a national coverage basis, EEM understand that some contractors will be unable to service some areas/regions within a national coverage basis, therefore contractors must be able to provide services in at least three of the core regions; listed below.
• East Midlands
• West Midlands
• South West
• South East
• London
• North
• Wales.
Contractors can apply for any mixture of the defined workstream lots. Up to four suppliers will be appointed to each of the workstream lots.
The framework is being procured by Efficiency East Midlands Ltd (EEM) on behalf of their members and the other organisations described in Section VI.3) as being authorised users. The call-off contracts to be awarded pursuant to the framework will typically be up to 5 years in length, meaning that call-off contracts will likely run beyond the expiry date of the 4-year framework for a period of up to 5 years. The estimated lot value as described in II.2.6) takes into account the full framework term, the possibility that the EEM membership may grow over the framework lifetime.

EEM wishes to procure and enter into framework agreements with multiple suppliers for the provision of windows and doors required to maintain and construct domestic housing, public and commercial properties and other buildings that are the responsibility of EEM and the other consortia to repair, renew, refurbish or maintain. Please note that the total potential value stated in II.1.5) is in relation to the full 4-year framework and takes into consideration the lot structure and that the EEM membership may grow over the framework lifetime.
This framework is being procured by Efficiency East Midlands Ltd (EEM) on behalf of their members and the other organisations described below as being authorised users. The following organisations will be entitled to agree and award contracts under this framework agreement as authorised users:
1) Any existing Member of EEM (and for the avoidance of doubt the 3 partner consortia which for the avoidance of doubt currently includes 3 partner consortia — Westworks, South East Consortium and Advantage South West and South East Consortium). 2) Any future member of EEM (including any Participant Member) or our partner consortia and in all cases being an organisation which has applied to joined EEM or our partner consortia in accordance with the applicable constitutional documents;
3) An EEM participant participant being an organisation which is neither a current or EEM member (as defined at 1 above) nor a future member of EEM (as defined at 2 above).
