II.2.4) Description of the procurement
The Authority is seeking to use UK Gov Notify – the government’s messaging platform to support its Covid-19 Vaccination programme. This solution will be vital in ensuring that urgent messages are issued from Health Boards to patients to ensure critical messages are delivered smoothly and efficiently from each Health Board to its patients. This service will need to be available from December 2020 to support the Welsh Government’s Covid-19 Vaccination Service.

The procurement falls outside the scope of application of the Directive
Explanation:
Given the time constraints on the delivery of the COVID Vaccine IT System a proven service was required that is designed and already in use within NHS Wales. This solution will digitally send transactional communications (letters, emails and text messages) in such large numbers to support the Vaccination programme, asset by Welsh Government and it will allow for the required template correspondence to be established and deployed immediately.
Finally it has been further developed in response to the COVID pandemic as the “go to” platform for use in respect of managing the risks of COVID. Therefore, the time limits for the open or restricted procedures or competitive procedures with negotiation cannot be complied with (even using the shortened time limits available).

Use of the service will also significantly reduce the administrative burden on either uHB’s or NWIS to print and send these letters. The service also enables the sending of SMS or emails and so can support the patient’s preference when it comes to contact.
