Abstract

The Out-of-Work Service (OOWS) will provide support to participants living in Wales and belonging to the following groups: People aged 25 or older who are recovering from Substance Misuse (SMU) and/or Mental Health (MH) issues and are long-term unemployed or economically inactive; and People aged 16-24 who are affected/recovering from SMU and/or MH issues and are not in education, employment or training (NEET). The OOWS will be delivered in seven regional Lots. Suppliers are required to provide the following services - Recruitment of peer mentors, Training of peer mentors, Peer mentoring for participants, Specialist employment support for participants, Engaging and liaising with employers and healthcare professionals, Referrals and collaboration with other services, and administration of the service, compliant with Welsh Government and European Social Fund requirements. VII.2) Information about modifications

VII.2.1) Description of the modifications

This framework has been extended in line with Regulation 72(1)(c), of the Public Contract Regulations 2015 owing to the unforeseen COVID pandemic. The increase in price is up to an additional 3,280,000 GBP and the period of extension is up to 2 years.

VII.2.2) Reasons for modification

Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee

Description of the circumstances which rendered the modification necessary and explanation of the unforeseen nature of these circumstances:

The modification has been borne out of the COVID-19 Pandemic which has created uncertainty in the job market place. A potential tendering exercise has had to be deferred as a result. An an extension to the current agreement would enable Suppliers on the framework to continue to deliver one of the Welsh Government priorities in response to COVID-19 and focus on the primary aim in supporting the most vulnerable people in Wales back into education and employment.
