The procurement function is requires one service provider who can provide support across two work streams:
— procurement consultancy — establish a procurement programme management capability and help drive cost efficiencies across our supply chain; providing additional sourcing, category and supplier management capacity to complement the existing procurement team, providing support and advice whilst implementing new category and or sourcing strategies, identifying opportunities to reduce cost, increase value and drive in year benefits from new or existing contracts;
— sourcing services — implement a flexible procurement model to support the procurement category management function meet the ongoing business demand and requirements, by providing sourcing services on behalf of Southern Water to support low value, tactical sourcing.

This is to formally notify you that we have taken the decision not to proceed with this procurement and will therefore not be progressing the procurement to the next stage of post-ITT shortlisting and will not be awarding a contract to any bidder for the following reasons:
In view of the ongoing effects of the Covid-19 pandemic and the severe changes in the economic environment in which the company is required to operate and ever increasing budgetary constraints, the strategy and requirements of the company regarding a number of proposed outsourced services have been called-in for immediate review. This review exercise requires pausing or, in some cases, completely abandoning certain projects which by their nature require complex integration with the core functions of the company.
