The existing Wound Management framework currently contains a wide range of products predominately utilised by Tissue Viability Nurses (TVNs), and other specialists in wound care. The contract does not include products specific for surgical use (such as ported dressings) or dressings products intended for different uses, such as plaster of Paris dressings for casting. It also excludes “simpler” products such as basic plasters. All of the exclusions listed above are covered under other associated dressings contracts.

II.2.4) Description of the procurement
As NWSSP has entered the final 12 months of the current agreement, preparations have commenced on the next full scale tender exercise which will be let for a full contractual term of 4 years, plus the option to extend for a further 12 months. Detailed specifications and evaluations methodologies have been developed to ensure that the needs of the services across NHS Wales continue to be met. In consideration of the ongoing issues faced and the time required to undertake a fully compliant tender, extension to the current contract(s) will enable a timely and thorough tender and enable continuity of service during that period. NWSSP, therefore, intends to extend the current framework and associated Lots for a 12 month period to enable the undertaking of the new competitive tender in 2022.

Justification for selected award procedure:
The procurement falls outside the scope of application of the Directive
Explanation:
The current Wound Management Product framework consist of approximately 66 lots across 26 product categories, with many of the lots inn place to cover wide variations of different dressings. The Lots are currently awarded across a supplier base of twenty suppliers which represent the vast majority of the Wound Management supply market. During the past 10 months NWSSP Procurement Services, Central Sourcing Team have made a concerted effort to engage with incumbent suppliers and new entrants to inform and provide an overview of the medium to long term aims for NHS Wales Wound product provision. One of the primary factors for the 12 month extension is to allow the undertaking of a thorough All Wales tender and it is anticipated that the process will take six to nine months for the evaluation process to be completed. The extension will also enable the time required for bidder participation from the wider wound dressing supplier market, as well as for incumbent suppliers.
To summarise, the contracting authority NWSSP Procurement Services considers that there has been sufficient transparency with the wound product market, and that the continued provision of these essential products provides sufficient justification for the publication of the Voluntary Ex-Ante Transparency Notice.
