II.2.4) Description of the procurement
NMNI has a duty to open up access to the national collection. Digitisation of the collections through photography and scanning is a key enabler and must be carried out to a high specification. A majority of the material, books, maps, herbarium specimens and plans are larger than standard off-the-shelf scanners can accommodate. The addition of the requirement to treat books with care to preserve delicate spines means the equipment required is highly specialised. NMNI have identified Zeutschel A2+ books scanners as the most appropriate for scanning the archival material and herbarium specimens. The Zeutschel OS16000 Advanced Plus HQ has a high resolution not readily available plus the unique ability to optically zoom during scanning which will prove invaluable in herbarium scanning where very small details need to be captured.

The works, supplies or services can be provided only by a particular economic operator for the following reason: absence of competition for technical reasons
Explanation:
NMNI will rely on a derogation in this case (specifically Reg .32 2 b ii and iii) due to technical reasons as Genus IT is the sole UK Zeutschel and SMA products distributor of these highly specialised book and optical zoom scanners which will allow for extremely detailed image capture.
