Justification for selected award procedure:
The procurement falls outside the scope of application of the Directive
Explanation:
The Logi Analytics BI Tools were originally procured via a mini competition under a Framework Agreement. During the contract term, Logi brought their sales in-house, which has impacted the renewal of the support for the Logi perpetual licences, as Logi are the only ones now able to provide this support. The features available through Logi, which are outlined below, are critical to the continued success of business intelligence reporting within DHCW. It is anticipated that this tool will be required to be supported for the medium term and this support cannot be secured “in house” due to the specialist nature of the solution.
The Logi solution has been instrumental in embedding dashboards into key NHS applications at a national and local level across Wales to secure appropriate technical data in relation to the delivery of those services to the citizens of Wales. It has also facilitated the provision of data and intelligence to the Welsh Government to assist in the development of policy decisions in relation to the COVID pandemic. In the longer term as part of the NDR strategy a business decision will be made in terms of the technology required to support NHS Wales future analytics and reporting requirements.
