Section IV: Procedure
IV.1) Description
IV.1.1) Type of procedure
Award of a contract without prior publication of a call for competition
Justification for selected award procedure:
The procurement falls outside the scope of application of the Directive
Explanation
Back in 2016 DVLA went to market for 2 x 2 pairs of internet connectivity services. Two suppliers were the successful (there were no other bids due to the location and lack of network infrastructure by other suppliers and this remains the case). The contract was awarded for 3 years and now needs to be renewed.
As the Agency has paid installation costs with both suppliers we merely need to continue with the rental charges to maintain maximum flexibility and resilience on our internet connectivity. Due to the requirement for the connections to be diversely routed and the two connections must not share a single point along the network routes only each supplier can provide this. This is because the other successful supplier already supplies the other connectivity ensuring maximum contingency against network breakdowns.
