Abstract

The Borough Council of Bolton (“the Authority”) is prepared to receive tenders for Voluntary Sector Infrastructure Support which will be subject to the information, specification and tender package enclosed.

Bolton has a large and diverse Voluntary and Community Sector (VCSE) which adds huge value to the borough’s quality of life and that of its residents. An eco-system made up of over 1,600 groups and organisations of all types and sizes, reaching deep into Bolton’s communities.

The VCSE sector also plays a crucial part in supporting Bolton achieve its aspirations, as outlined in Bolton2030 as our partnership long-term vision for the borough. Bolton2030 was co-developed by key partners, including those in the VCSE.

The rationale for commissioning an infrastructure support partner with the capacity and capability to support and develop VCSE locally, was firmly established as we delivered Aspiring and Achieving, Bolton’s VCSE Strategy 2019-2021. The Authority’s continued commissioning of an infrastructure partner (the “Provider”) demonstrates our ongoing commitment to supporting a strong and capable VCSE that will help to deliver Bolton 2030 outcomes.

Precise information on deadline(s) for review procedures:

The Authority reserves the right not to award any Contract as a result of the procurement process initiated by this notice and will not be liable for any costs incurred by candidates. Interested parties must log on The Chest by way of expression of interest. The Authority is using the e-business portal known as The Chest. Applicants will need to register their details at the following link: https://www.the-chest.org.uk.Once registered, Applicants will be emailed a username and password which will allow applicants to gain access to the ITT.

Applicants will need to electronically submit the completed questionnaire and accompanying documentation via the on-line portal by 16:00 hrs on Friday 4 February 2022. The Contract period will be for 3 years, with the option to extend for a further two (2) twelve-month extensions.

This is a contract notice. The standstill period of ten calendar days will be observed by the Authority and provides time for unsuccessful tenderers to challenge the award decision before the contract is entered into. Aggrieved parties who have been harmed or are at risk of harm by any breach of the Councils obligations may take action in the High Court (England, Wales and Northern Ireland).
