II.2.4) Description of the procurement
The Council is seeking a Consultant to deliver an improvement programme for the River Colne from 2022 -2025 with an option to extend for a further 2 years (up to 2027). From 2022 -2025 it will focus on delivery of the current proposed programme and then review and develop the proposed programme for implementation from 2025 onwards. The Consultant will need to act as a long term partner for the Council drawing on its skills, knowledge and experience to deliver the optimum outcomes for people and wildlife.
- The Consultant will need to work within the programme’s governance and comply with the Council’s wider governance in delivering this service.
The Council is seeking a Consultant with the following skills and experience who will deliver:
•Environmental and community programme management in a partnership environment
•Designing, implementing and contract administering in river works, habitat improvements and landscape and access improvements.
•Leading and developing communities to shape and care for their local environment (Individuals, Community Groups, Stakeholders and Businesses) through engagement activities, education and communications associated with the environment to change attitudes, behaviours and delivery of on site improvements
•Delivering surveying and monitoring activities in relation to river habitats, collating and reporting on the subsequent data with volunteers and stakeholders.
•Fundraising and funding bid writing
The Services required under this Consultancy for 2022- 2025 are as follows:
- Co-ordination and delivery of the Rediscovering the River Colne programme between project partners on behalf of Watford Borough Council, including development and review of the programme, and associated new projects which may be defined as the programme proceeds.
- Implementation of the proposed river improvement plans, including the management of design, consultation, permitting processes, production of tender and contract documents associated with in-river and adjacent habitat work, procurement and management of works including Contract Administration and Quantity Surveying.
- Implementation of the proposed (and unidentified), access, signage, public art and landscape improvements including design, consultation, permitting processes, procurement and management of works including Contract Administration and Quantity Surveying.
- Development and running of the proposed community engagement programme – including a suite of environmental monitoring activities, developing a Friends Group/Stakeholder Forum, recruiting and training volunteers, proactive public engagement with individuals, schools, businesses and community groups, through Communications, events and delivery of regular voluntary activities in order to raise awareness of river issues and monitor any improvements to the river as the programme is delivered.
- To lead and deliver the proposed external funding strategy, by identifying funding opportunities, coordinating leading and supporting external funding bids
- To support the development and delivery of marketing and communications to spread all key messages about and from the programme in conjunction with other project partners. This includes regularly providing updates and information to WBC for website, social media and other media.
