Section IV: Procedure
IV.1) Description
IV.1.1) Type of procedure
Award of a contract without prior publication of a call for competition
Justification for selected award procedure:
The procurement falls outside the scope of application of the Directive
Explanation
Under the Public Contracts (Scotland) Regulations 2015 33(b)(ii) competition is absent for technical reasons. COPFS has encountered issues attracting and recruiting experienced staff for its Database Team. This has dramatically increased COPFS reliance on 3rd party services as the team are not fully resourced and are still acquiring the required knowledge and skills to migrate the current Database Environment and Infrastructure and to support the legacy systems. It is crucial to ensure continuity and successful management of the database environment, that the 3rd party service is supplied by an organisation that has the required in-depth knowledge of COPFS environment and infrastructure, including FOS and PROMIS, as well as extensive experience and up to date qualifications and skills in Oracle DBA.
