Abstract

The three Mirrlees Blackstone engines (ESL16 twin bank engine) installed at Thames Barrier are fast approaching their anticipated three-quarter life survey. The following inspections and component overhaul are proposed, in order to enable the engines to be suitable for a further 10-15-year period.<br/>1. Nodal Damper Coupling (NDC) fluid level check<br/>2. Gearbox bearing and final alignment verification<br/>3. Cylinder Liner Nose O-ring Renewal<br/>4. Liner deglazing and Piston Ring Pack replacement<br/>5. Cylinder Head Decarbonising and Pressure Test<br/>6. Jacket Water Pump.<br/>7. Standard Service Procedures<br/>Within procedures 1 - 6 carry out standard service work to include:<br/>• Recalibration of fuel injectors (does not include nozzle replacement)<br/>• Pressure testing of internal fuel system<br/>• Renewal of lube oil filter elements (engine)<br/>• Renewal of lube oil filter elements (gearbox)<br/>• Renewal of fuel filter elements<br/>• Re-setting of exhaust valve tappet clearances<br/>• Visual Inspection of internal pipework<br/>• Visual Inspection of camshaft assembly and drive gear train<br/>• Visual Inspect all coolers and heat exchangers for external leakages<br/>• Operational check and adjustment of mechanical overspeed<br/>• Operational check and adjustment of decompression system<br/>• Renewal of all crankcase and camshaft door joints<br/>• Check and record crankshaft deflections<br/>• Measure and record crankshaft end float<br/>• Operational check and adjustment of internal and external fuel rack linkage<br/>• Operational check of engine and gearbox lube oil pre-prime system<br/>8. Recalibration of on engine sensors<br/>9. Re-commissioning / load test

Provision of inspections and services, including replacing spares, to enable the engines to be suitable for a further 10-15 years period.<br/>The engineer/s working on the project must have in-depth knowledge of ESL 16 twin bank engines, with proven evidence of experience. The successful supplier will provide spares when required, within a reasonable lead time, with proof of conformity that all spare parts to be used within the contract are new, unused genuine/OEM original supply by issue of Certificate of Conformity/Authenticity from OEM.<br/><br/>The opportunity is being administered on Defra’s e-tendering portal:<br/>https://defra-family.force.com/s/Welcome<br/>If you are interested in this tender, please register your interest on the above portal, by 17:00, 21/01/2024.<br/><br/>Please note that any personnel who will deliver the works on site will be required to have a minimum of CTC (Counter Terrorist Check) clearance, prior to the award of the contract.
