Abstract

Plymouth City Council (‘The Council’) invited you to tenders for the

procurement of an integrated service providing safe accommodation and support for adults

and children; therapeutic counselling; behaviour change programmes for those who harm

and a programme of workforce development and advice.

We are striving for a service that:

• Delivers support to anyone experiencing (or impacted by) domestic abuse

• Committed to trauma informed practice, prioritises kindness and doing the right thing

• Is a passionate advocate for domestic abuse victims / survivors

• Committed to collaboration and a strong prevention model focussed on behaviour and

cultural change

We are seeking a provider that will:

• Be a strategic partner and leader that will be the expert and specialist for Plymouth

• Is willing to try new things through a test and learn approach

• Be open to forming a partnership arrangement to deliver the service

• See themselves as part of a collective response in the city

The anticipated duration of the contract is for 3 years + 3 years + 3 years + 1 year

This tender is for the procurement of the entire service and will not be split into lots as an

integrated service is required with one provider, who may partner / collaborate with one of

more providers.

To provide an integrated domestic abuse service of safe accommodation and community based

support and advocacy for adults and children; behaviour change programmes for

those who harm; therapeutic support for adult and child survivors; MARAC coordination;

Sanctuary scheme coordination; and a programme of workforce development and advice.

To bring together service provider(s) and create a formal partnership arrangement which will

lead the delivery and work flexibly to respond to funding arrangements and investments in

this area of work.

To act as part of a system response including to support implementation of the Section 4

Duty, Whole Housing Approach and Domestic Abuse Housing Alliance (DAHA)

accreditation.

This specification takes into account the current work and opportunities to improve our

responses and areas of best practice. This includes:

• Successful multi-agency working

• Trauma informed practice

• Whole Family Approach

• Intersectionality and understanding how individual circumstances can impact the ability of

a person to reach out to services or communicate with them.

• Centring the voices of lived experience and adopting a learning approach
