Abstract

The Council wishes to establish a contract for the provision of a Targeted Youth Support Service.

This is a services contract being procured using a one stage above threshold process.

The need for a Targeted Youth Support Service has been identified through:

• Findings from the Early Help Needs Assessment (refreshed in 2024), which uses information from local and national strategies and plans, together with data from contract monitoring and from the B&NES Strategic Evidence Base to identify needs within the local area and the individual needs of people being referred for a service.

• Priorities identified through the B&NES Corporate Strategy 2023-27, B&NES Early Help and Intervention Strategy 2021-25 and B&NES Children and Young People’s Plan 2021-23.

• The statutory duty placed on local authorities through the central government guidance Participation of Young People in Education, Employment and Training

The aim of the service is to provide good quality targeted youth support for young people aged 13-19 (up to 25 with SEND), who are at risk of experiencing poor outcomes associated with being at risk of NEET (not in education, employment or training) to enable young people to fulfil their potential and thrive.

The service will include the following broad areas of delivery:

• Targeted support, which will be according to the young person’s assessed specific personal and social development needs and will include one-to-one support to identify such issues and then work to overcome barriers preventing them from achieving their full potential.

• Lead on meeting the Statutory Duty placed on Local Authorities “Participation of young people in education, employment or training” by the DfE including:

o Tracking and reporting on the number of young people participating in education, employment or training, those who are not in education, employment or training and those whose current activity is unknown, all of which will be submitted to the National Client Caseload Information System (NCCIS)

o Work with schools, colleges and wider training providers to obtain data on the September Guarantee

o Set a cohort by 31st May each year, to be sent to NCCIS. This will be used to report against the September Guarantee and Annual Activity Survey.

o Engage with young people whose destination is unknown to establish a destination

o Offer careers advice and support to young people who are NEET, to enable them to participate in education, employment or training

The service will work in line with the Early Help and Intervention Strategy in partnership with other services, providers and organisations to support young people to achieve the following outcomes:

• Young people are emotionally resilient

• Young people have good mental health

• Young people are independent and have increased confidence and self esteem

• Young people make healthy choices

• Young people are in education, employment or training and have aspirations for their future

• Young people are safe

• Young people are engaged with their communities
