BlueLight Commercial (BLC) have published this Preliminary Market Engagement Notice and Survey, working in collaboration with UK Police Forces and other interested bodies to gather information in relation to the provision of disposal and associated services for the Collection, Management and Recycling, Reuse, Revenue Generation of all waste streams associated with Policing and the Wide Bluelight Emergency Services.
BLC are exploring a national approach to the supply of Legally compliant services that meets the evolving needs of police forces and other agencies, in the collection, management and disposal routes for waste streams generated in operations and administration.
BLC and Key Stakeholders will conduct the Preliminary Market Engagement to ensure better understanding of the market, supplier appetite, capacity, and capability, as well as perceived risks and opportunities. The aim is to ensure all forces and agencies have access to the most effective, reliable, and compliant disposal services all waste streams generated by the blue light service organisations, particularly police and fire.

For Information only, the planned Framework will consist of the following Lots.
Lot 1 – Waste Consultancy for assessing waste requirements services and potentially auditing waste suppliers for compliance.
Lot 2 – General Disposal Services covering customers own use or zero value confiscated materials that are non-confidential dry waste streams. This can be through both scheduled services and adhoc call off requirements. This Lot aims to cover non-recyclable and recyclable in-line with the simpler recycling principles and appropriate legislation for each item or material.

Non Branded Textiles (uniform, cell blankets / mattresses / pillows)
Lot 3 – Adhoc services, as required, for revenue generation of confiscated public and evidence management items (excluding drugs related and financial product related) in compliance with appropriate legislation and regulations.
Lot 4 – Scheduled and adhoc services for chemical, toxic, hazardous, clinical and technical wastes associated with all operations of Bluelight Service Organisations. (eg, Forensics, Fleet operations, Mounted Sections, Dog Sections, Custody Suites)
Lot 5 – Confidential and Branded items including paper, branded textiles, marketing materials, insignia, signage, etc.
Lot 6 – Weapons (own use and confiscated) & Drugs and Drug related paraphernalia
Lot 7 – Adhoc data destruction services for own use and confiscated IT and communications hardware and media.
Lot 8 - Skip and Waste Container Hire
All Lots will be Sub- Lotted to provide a regional service if required, as follows, as a guidance the Police Forces are listed as the regional boundaries.
