Abstract

This requirement covers the procurement of a suitable contracting partner for the next tranche of electrical infrastructure requirements, for the TfGM Bus Depot Electrification Programme.TfGM are exploring options to procure a contracting partner to develop and deliver suitable proposals and infrastructure, for Tranche 5 (and potentially Tranche 6) of the Bus Depot Electrification Programme. Currently the design is at RIBA stage 2 and the intention will for the appointed contractor to progress this further to detailed design (RIBA stage 4) through to future construction.Tranche 5 of the TfGM Bus Depot Electrification Programme covers Wigan and Wythenshawe. Tranche 6 projects are yet to be confirmed but is likely to include a number of additional depots of a similar size.The overriding objective of the new delivery model is to enable TfGM to sustainably and safely develop a range of electrical infrastructure interventions in the least disruptive manner to the ongoing operation; whilst maximising efficiency and effectiveness through innovation in relation to time, cost and quality as well as delivering tangible social value benefits withing Greater Manchester and supporting TfGM in its ambition to be a carbon neutral organisation by 2038.The purpose of this Market Sounding exercise is to determine market interest and inform how best to procure a suitable contracting partner to meet the programme objectives:• To ascertain the capabilities in the market for the intended scope. • To determine the capacity in the market to deliver the requirements.• To understand alternative delivery model approaches to develop an optimum procurement arrangement going forward. Interested contracting partners are requested to confirm their interest in this procurement via the messaging function within the e-portal ProContract. Upon receipt, TfGM will issue the Market Sounding Questionnaire for completion and submission via ProContract by 10am on the 5th January 2026.
