Explanation
Procure Partnerships Framework is based on strategic, operational, and compliance considerations.
The Procure Partnerships Framework (PPF) provides a compliant, efficient, and strategic route to market for public sector organisations. Key advantages include:
• Rapid mobilisation through direct award within 1 working day.
• Streamlined governance using only a Project Initiation Form and Business Case Approval Form.
• Pre-vetted suppliers with proven cost and quality credentials.
• Full compliance with Public Contracts Regulations 2015 and the Procurement Act 2023.

The decision to proceed with a direct award to Turner & Townsend is driven by several factors:
