Project HARMOS (Health Assessment and Risk Management Operational System) will deliver an Agentic AI‑assisted software platform that optimises production of operational medical plans and Healthcare Risk Assessments (HRAs). The initial activity is a 3 – 4 month pilot/MVP on MODCloud for ~50 med and non‑med planners, delivering validated first‑pass med plans and HRAs, demonstrable evidence of data lineage, measurable time savings for CMAs (OF3–OF5) and a pathway to scale/transition to DMS Digital. Suppliers should be prepared to build their solution on the Rapid Development and Innovation Platform (RDIP) which is an accredited AWS-based solution available via MODNET. RDIP offers platform, software, and expertise as a service with the aim of accelerating innovation projects and simplifying accreditation processes.
The Joint Hub for Innovation (jHub) will be the project owners for HARMOS. jHub wishes to enhance the speed and efficiency of Medical Planning through the use of AI-supported tooling. The primary objectives include:
1. To reduce the time required for generating draft medical operations plans from the current 5 days to approximately 30 minutes for a first pass.
2. To improve the accuracy of medical risk assessments by leaning on a repository of Post Exercise Reports (PXRs), historical event data, and prior art.
3. To facilitate effective knowledge transfer between deployments, ensuring lessons learned are incorporated into future deployment planning.
Through achieving these objectives, jHub will be better positioned to further support the welfare of the military personnel being deployed.
The intention of the Pilot / MVP will be to deliver an AI-supported tool that can produce the first draft of a Medical Operations plan, using historical data, priorart (existing technologies, methods or systems that have been developed prior to the creation of new military innovation), and open source data. The solution will allow jHub to specify a location, number of personnel, and the type of activities being completed during deployment, and receive an automated draft Medical Operations Plan with perspectives specific to different roles, with potential risks highlighted. The system will maintain a searchable repository of previous deployments and provide real-time monitoring capabilities through visual dashboards. The output from this tool can then be reviewed, improved, and shared rapidly with colleagues across the UK MOD using a widely understood language.
