II.2.4) Description of the procurement
NWL has a requirement for a single supplier to carry out a comprehensive three-year electrical compliance regime for Periodic Inspection Testing (PIT) across the Northumbrian Water region. NWL will retain responsibility for some of the work internally on high-risk sites. The demand for PIT services is driven by the need to ensure electrical safety and compliance with regulations such as the BS7671 (IET Wiring Regulations) and the Electricity at Work Regulations 1989.
The outsourced service will cover approximately 74 small sites, 46 medium sites and 35 large sites per year.

For contracts subject to the Utilities Contracts Regulations 2016 and the Utilities Contracts (Scotland) Regulations 2016, utilities are required to incorporate a standstill period at the point information on the proposed award of the contract is communicated to tenderers. That notification is required to provide full information on the award decision. The standstill period, which will be for a minimum of 10 calendar days, provides time for unsuccessful tenderers to challenge the award decision before the contract is entered into.
