The procurement falls outside the scope of application of the Directive
Explanation
The contract was awarded without prior publication as the services required are specialist Lifts Authorising Engineer services which must be provided by an independent and suitably accredited economic operator. Following market consideration, only one operator was identified as capable of providing the required services within the necessary timescales while maintaining independence and technical assurance. The award is therefore lawful under Regulation 32 of Directive 2014/24/EU.
