Questions received
Herewith, questions received and answers noted. These questions were received directly. Interested parties have been informed that answers will only be provided through the Sell2Wales portal. Any further questions should not be directed to the tendering organisation officials. Q: Under Section 2.4 (Total quantity or scope of tender) of the notice it states “To provide site waste management support with related advice and guidance to four construction sites (between £5 million - £17 million), anticipated contract value £50,000”. However, there is no mention of this in the tender documents – instead the latter seem to imply an annual caseload awarded to a number of successful tenderers (Section 1: 12 “CEW will agree an indicative budget for each year of the work”). Can you please clarify? A: The project timescales are set to commence in March 2014 and complete in December 2015. We anticipate that the total budget available for waste management consultancy services will be a £50,000 and this fee will be apportioned for waste management consultancy services delivered to Enabling Zero Waste participants during the project timescales. CEW may allocate caseload to one or more successful bidders. Q: Based on the response to the above, is it envisaged that this work be awarded to more than one tenderer? A: Please refer to comment above. Q: Section 1: 1 “to submit a firm price tender for the services specified in this documentation” does this mean a firm price per project (with a breakdown of costs per item/deliverable) or will day rates suffice for some elements – since the cost will be dependent on what level/duration of support is required A: Please refer to Instructions to Tenderers - Section 3 – Waste Management Support, section 6 of this document refers: “Your bid should clearly describe the basis for your costs including staff time and costs by individual, an estimation of any travel and subsistence and as appropriate any other costs for example associated costs which will be required to deliver the milestones and targets which you have planned” Q: How many projects will be assigned to the caseload per year (is this 4?) A: CEW anticipates working with at least 4 and no more than 8 projects during the contract time period (March 2014 – Dec 2015) Q: It is possible to provide clarification on the size and types of project (Construction spend £5-£17M?, civils, building projects) since this will have a bearing on the costs A: Participants are currently being recruited and expressions of interest have been received from across the construction and demolition sector. Q: Section 1: 14 “you should make provision for providing your service in the Welsh language where appropriate” To what extent is this required – for example is this limited to written documents or does it include on-site support? A: As per documentation published, interested parties should make provision for communicating in all forms of Welsh language medium where appropriate.
