Short description of the contract or purchase(s)
The University of Northampton (University) are seeking expressions of interest in the funding, design, build and operation of an energy centre to provide heat and power to their new Waterside Campus development in Northampton.
The Waterside Campus is in multiple private ownership with West Northamptonshire Development Corporation owning a small parcel. The site will comprise Higher Education buildings, student accommodation and fallow space available for leisure, retail, commercial development and University future expansion.
Design work undertaken to date has concluded that the University buildings will be heated by a central energy centre. The energy centre will provide heat to each University building on Waterside Campus via a district heating network. This network will be designed to allow it to be extended to serve the areas designated for expansion.
An infrastructure contract is being separately procured by the University which will include the design build and installation of the below ground services and roads inclusive of the district heating network.
The energy supply company shall have the option to adopt the relevant pipework — any potential benefits of this are to be discussed in dialogue.
The University academic building construction will start on site in September 2016 and will be complete by summer 2018.
The University will fund, procure (under a separate procurement) and operate the University academic and residential buildings.
The University are intending to appoint an energy supply company party to fund, design, build and operate the energy centre which will export heat and electricity to the University buildings. It would also encourage the appointed energy supply company to consider exporting power and heat to other consumers should the fallow areas of the Waterside Campus be developed in future.
It is not proposed to offer export of power and heat to any third party outside the University other than third parties who occupy development plots on the Waterside Campus and the grid.
It is currently envisaged that the energy centre will operate on the basis, that the initial investment by the energy supply company will be recovered over the lifetime of the facility via an energy supply agreement with the University and any other third parties utilising the Waterside Campus site.
As the buildings are not yet complete and as a result there is no historical data on energy consumption available for the Waterside Campus, the University wishes to discuss its requirements, any assumptions, and potential financial models with respondents during a dialogue process.
The proposed energy centre would take HV electrical and medium pressure gas incoming services and supply HV to the University ring main and heat to the University district heating system. There are no boilers proposed within the various buildings and therefore all heat will be derived from the energy centre.
Current estimates of initial peak connected load are 11.2 MW thermal, 4.5 MW electrical, these figures do not take account of diversity. The planned buildings are a mixture of academic and student residences with a combined area of approximately 65 000 m2. There is space on the development for future residences, academic facilities and commercial facilities. The district networks have been sized sufficiently to accommodate the current and future anticipated loads.
The University buildings are being developed on the basis of receiving district heat with a carbon factor of 0.1189 kg CO2/kWh. This is contributing to achieving BREEAM Excellent, complying with building regulations Part L2a and meeting the planning requirements for the development. The buildings assume that all electricity consumed has the same carbon factor as grid supplied electricity, therefore all carbon benefit of the CHP is included in the district heating supply.
The carbon factor has been calculated on the assumption that a gas fired CHP(s) are provided within the energy centre operating for at least 6 500 hours per year.
Utility connections to the energy centre have been applied for and agreed in principle. These will be provided as part of the infrastructure package to the boundary of the energy centre plot.
The University intends to provide the following technical information at the next stage:
— Schedule buildings, areas, use and approximate peak connected loads. (Current and future)
— Infrastructure drawings/specification (district mains, HV etc.);
— Details of utility connections;
— Copy of information provided to planners;
— Current proposed building LTHW and Electrical schematics;
— Details of required carbon performance and district performance (temperatures, pressure etc.), all included within a performance specification.
As the buildings are not yet complete, and as a result there is no historical data on energy consumption available for the Waterside Campus, the University intends to follow the competitive dialogue process in order to enable the University to discuss specific issues, including possible financial models, with energy supply companies. The University intends to ask bidders who are invited to participate in dialogue for their outline solutions, before down-selecting to a smaller number of potential providers for the remainder of the dialogue. More detail on the proposed process will be provided in the Invitation to Participate in Dialogue.

None of the figures provided are guaranteed — they are estimates only based on currently known information. Actual energy and heat requirements over the lifetime of the energy centre will depend on the development and use of the Waterside Campus. |
