Moyle required to place a contract for the replacement and repair of the existing Moyle Interconnector cables, which currently are only capable of operating at half capacity. The Moyle Interconnector is a 500MW HVDC interconnector between Scotland and Northern Ireland. It is built as a dual monopole. The unique cables between the Scotland and Northern Ireland converter stations were supplied and installed by Nexans and commissioned by them in 2001. The two cables each consist of a high voltage core with a concentric metallic return conductor known as an integrated return conductor. Nexans is the only cable supplier in the world with operational experience of integrated return conductor cables and appropriately qualified cables and accessories. Moyle Interconnector Limited has appointed Nexans to replace the subsea integrated return conductors and supply spare lengths of the existing cables, without a formal competitive process for 2 reasons: 1. From a technical perspective only Nexans are able to deliver the project due to the need to connect into the existing power cable at the beach. Only Nexans have appropriately qualified personnel, methods, parts and equipment to make such connections and to make such spare cable. As the original supplier and installer of the cables, only Nexans have the expertise and understanding of the current cable to supply replacement cables in a manner which attracts an acceptable level of risk. 2. An opportunity has arisen which will mean that Moyle can take advantage of a particularly advantageous bargain (as described in Regulation 17(1)(j) of the Utilities Contracts Regulations 2006) and that bargain: — is considered a particularly advantageous opportunity; — is only available for a very short period of time; and — incorporates a price which is considerably lower than market prices.
