Abstract

We intend to create a framework contract so that we have all the services required for peat bog restoration in one place and to also help streamline the contract award process. Specific Purchases under the stated framework lots will be made on an ad hoc basis as the opportunity arises over the next 4 years.

Purchases will cover Tree/Scrub Removal, Peat Restoration activities, Surveys, Analysis and Health & Safety Design/Supervision.

50 % or more of the expenditure committed via this framework will be made by Natural England, however we expect the Ministry of Defense, the Forestry Commission, the Environment Agency and other members of the DEFRA family such as Core Defra, The Lake District National Park Authority, The North York Moors National Park Authority, The Northumberland National Park Authority, The Peak District National Park Authority and the Yorkshire Dales National Park Authority will also use it for ad hoc Peat restoration on their sites.

Tenders can only be submitted via our e-tendering portal (Bravo). Prior to the tender clarification deadline you may contact us to clarify any points with regard to the tender. Each lot will have its own ‘Messages’ section to communicate with us. We require that you contact us in writing via the Bravo ‘Messages’ area and that you ensure the question you are asking relates to the lot you are messaging from (unless it is a general query with regard to the framework as a whole). We will then compile a document of Q&As which will be updated and made available through Bravo every time a new query is asked.

Half of Natural England's spend under the framework will be funded by a Grant from the EU Life+ Project Fund. To help Natural England's back office services correctly utilise these monies — invoices must include a clear reference to the Cumbrian Bogs LIFE project number and title (LIFE13NAT/UK/000443– Restoration of degraded lowland raised bogs) where you have carried out works on those specific sites. Natural England's project officer will notify you at mini-tender stage where work in on one of these sites.

Some of the work commissioned under this framework will be in support of an EU Life + funded Grant (LIFE13NAT/UK/000443– Restoration of degraded lowland raised bogs on three Cumbrian SCI/SACs)

‘The Cumbrian Bogs LIFE+ project supported by EU LIFE+ funding, aims to deliver the restoration of previously unrestored areas of degraded lowland raised bog within three sites in Cumbria that account for 2,807 ha of the Natura network — Bolton Fell Moss SCI, South Solway Mosses SAC & Roudsea Wood & Mosses SAC. This will allow achievement of Favourable SAC conservation status within the expected 30 year period and provide an excellent demonstration of bog restoration techniques.

However the Framework is not limited just to the sites/activities covered by these EU funds, Natural England and the other members of the Defra Family identified will also commission similar work for other sites in Northern England.
