Abstract

Framework Scope.

NEUPC is aiming to establish a new framework agreement with flooring contractors for the supply and fit of a range of floor coverings to higher and further education institutions across the UK. Expenditure analysis undertaken has estimated that likely expenditure through this is agreement will be within the range 1 000 000 GBP — 4 000 000 GBP. NEUPC cannot guarantee that these contract values will be met or exceeded.

The following floor coverings are an example of those which are to be available in the delivery of the framework agreement:

Vinyl Sheets and Tiles;

Linoleum;

Rubber Flooring;

Cork Tiles;

Sheet Carpet;

Sheet Carpet Tiles;

Laminate Flooring;

Timber Flooring.

A more comprehensive list of the types of floor coverings which will be covered under this agreement can be found in Section Ten to Section Twenty One of the guide in the link below. The fitting and supply of any floor coverings listed under the agreement must adhere to the minimum standards listed in the Contract Flooring Association Guidelines:

This Framework Agreement is intended to be for the Supply and Fit of Floor Coverings by flooring contractors. Once this Framework Agreement has been launched it is the intention of NEUPC to go out to market for a separate Agreement for the Supply of Floor Coverings which will be available to tender by Floor Covering Manufacturers only. NEUPC intends to make product pricing agreed with Floor Covering Manufacturers available to Flooring Contractors awarded to this framework.

The Framework Agreement will be split into 5 Lots by the following Regions:

Lot 1: North East;

Lot 2: Yorkshire and Humber;

Lot 3: East Midlands;

Lot 4: West Midlands;

Lot 5: London.

A number of these regions will be split into sub-regions as defined in the Tender documentation. Tenderers may bid for one or a number of these regions/sub-regions but must service the entire consortia membership covered within each region.

NEUPC will be managing this agreement on behalf of other UK consortia, predominantly in the higher education sector, whose members may access the framework. Membership of this community may be subject to change due to strategic realignment or the inclusion of new members. Please note: an institution may have several buildings within a campus and can also cover a wide geographical area with multiple sites, sometimes across different regions as defined by postcode, and below. At all times, it is at the reasonable discretion of the institution to determine which region or sub-region is the most appropriate to the requirement, and the institutions' decision shall be final.

The Framework Agreement will be made available for use by NEUPC, LUPC and SUPC members regardless of whether or not they are defined as contracting authorities for the purpose of the Public Contract Regulations 2015.

The Framework may be used by the Institutions to make purchases on projects that are fully or part-funded by European Union Funds or Programs including but not limited to:

1. European Regional Development Fund (ERDF) or;

2. European Structural and Investment Fund (ESIF) or;

3. Research Councils UK (RCUK), the strategic partnership of the UK's seven Research Councils.

Agreement users will use their discretion to determine the most appropriate method for calling off contracts from this framework.

Note: Institutions opting out of the Public Contract Regulations and / or their partners that access this agreement are not bound by the call off procedure which applies to Contracting Authorities.

Call off processes include, but may not be limited to:

Awarded Suppliers will be ranked by Region, allowing institutions to direct award to the supplier that scored the best in the framework award, or if that supplier is not capable (for instance, has no resource for installation) then the second highest scorer is chosen and so on.

Further competition by E-Auction: Institutions develop a standard schedule of requirements and all suppliers enter an on-line bidding process to secure the contract to supply.

Further competition by mini-tender: Usually against a set specification which may result in a term contract for particular goods/ services or for a full single source arrangement.

The tender evaluation process will score all tenders and then set them against each other according to Regions that the tenderers have opted to supply to. It is possible, depending upon the level of interest and quality of tender submissions, that award to supply one region/sub-region does not guarantee award to another.

For all lots, NEUPC shall not be bound to accept any Tender and reserves the right not to conclude a Framework Agreement for some or all of the Services for which Tenders are Invited.

Estimated value excluding VAT:

Range: between 1 000 000 and 4 000 000 GBP.

The initial framework award will be for a duration of 2 years at the conclusion of which NEUPC reserves the right to invoke a maximum of a further 2 one year extensions subject to satisfactory framework performance.
