Abstract

NHS Greater Glasgow and Clyde Health Board (‘GG & C’) requires a cabling service which meets its operational and business needs. This service will only apply to the Greater Glasgow area initially, albeit it is envisaged encompassing the Clyde workload in subsequent years as services and systems merge more fully. Bidders must be aware that these types of changes to the contract are envisaged and these will be effected through the Change Control Procedure.

Current Environment

GG & C has a networked estate of over 30 000 extensions across approximately 100 sites, the vast majority being provided by traditional voice and around 6 000 VOIP extensions. The majority of the main sites use CAT5e structured cabling.

GG & C Telecommunications Services invites offers for the provision of a framework agreement for the end-to-end delivery of minor and complex wiring provision across its sites. This will include basic IT/telephone extension wiring, all minor moves, changes and fault repairs within the GG & C voice network for a minimum period of 36 months, with further extensions at GG & C's option.

The work will involve completing a range of day-to-day and programmed tasks, including attending site visits and identifying basic technical requirements, liaison with other internal and external service providers, performing telephony wiring and extension jumpering, voice patching, testing and repairing cable or socket faults and so on. A list of typical tasks will be provided in the subsequent main tender document. All work will be issued and allocated by GG & C's telecoms department and it is expected that the successful bidder will provide named members of staff to be managed on this basis.

Much of the work is re-active so flexibility is essential.

The key objectives of this contract are to:

— Provide a cost for the core weekly business with named and consistent full time staff allocated.

— Provide a flexible service for telephone users which includes hourly costs for out-with normal working hours.

The Authority shall notify all economic operators of its decision to award the contract by electronic mail as soon as possible after a decision has been made to conclude the contract, and shall allow a period of at least 10 clear calendar days (at least 15 in the event that the communication method used by any relevant party is not electronic), before contract is awarded. Unsuccessful economic operators shall be provided in that notice with a summary of the reasons why the economic operator was unsuccessful and the characteristics and relative advantages of the successful economic operator. An economic operator that suffers, or risks suffering, loss or damage attributable to a breach of duty under the Public Contracts (Scotland) Regulations 2006 (SSI 2006/1) (as amended) may bring proceedings in the Sheriff Court or the Court of Session.
