II.2.4) Description of the procurement
The Authority has elected to follow the Open Procedure for this procurement exercise. For the avoidance of doubt, the form of tender will be conducted in accordance with the EC Treaty based principles of, inter alia, transparency, equal treatment and non-discrimination. The scope of services intended for this project are detailed in the Specification (see separate document). However, a key point to make bidders aware, is that the specification suggests the supply and install of lamps, however, the authority would prefer to maximize the potential for savings and actual payback. So bidders are encouraged to provide holistic and sustainable solutions, which for instance, might include the replacement of fittings.
The authority is not too prescriptive about the approach, however there are parameters which the bidders would need to comply with, relating to project budget, cost savings, compliance, timescales for completion, and quality standards.
