Northern Regional College (NRC) proposes to build 2 new buildings in Coleraine and Ballymena. Ballymena build will be circa 17 227 m2 at the existing Ballymena site. Coleraine build will be circa 11 649 m2 on the existing Coleraine site. NRC wish to appoint a single economic operator to provide the services of an Integrated Consultancy Team (ICT) with project management, architecture, cost management, engineering and other associated construction professionals in related disciplines who will develop an exemplar design to RIBA Plan of Work Stage 3 and acquire full planning permission for each campus. The ICT will manage the procurement of an Integrated Supply Team (IST) for each campus and administer the IST contracts until the end of the defects period. The Pre Qualification Questionnaire (PQQ) Memorandum of Information (MOI) Part B provides more specific details. The description of the accommodation requirements is indicative only and may change at ITT Stage.

CPD is assisting the CA [Northern Regional. College] in conducting the procurement process for this requirement, but for the avoidance of doubt, the contract will be entered into by the [CA] and the successful tenderer(s) CPD is acting as a central purchasing body. The Authority expressly reserves the rights:
(I) not to award any contract as a result of the procurement process commenced by publication of this notice or to cancel the procurement at any stage;
(II) to make whatever changes it may see fit to the content and structure of the tendering competition;
(III) to award (a) contract(s) in respect of any part(s) of the [services] covered by this notice; and
(IV) to award contract(s) in stages and in no circumstances will the Authority be liable for any costs incurred by candidates. Any expenditure, work or effort undertaken prior to contract award is accordingly at risk of the company participating in this procurement process. This project will be used to progress the Government's wider social, economic and environmental objectives.
