Section VI: Complementary information

VI.3) Additional information

Should any question within the ESPD be subject to pass/fail scoring be scored “fail” the entire bid shall be set aside and shall take no further part in the competition.

Tenderers who are successful in being named as preferred bidders following evaluation of their tender submissions will then be requested to supply evidence of minimum requirements as requested in the European Single Procurement Document. Preferred Bidders will have 5 working days to submit these documents.

Please note: failure to submit these documents within the required timescale will result in your tender submission being rejected.

The following scoring system will be used for evaluating responses to each award criteria question:

— 0 Unacceptable Nil or inadequate response. Fails to demonstrate an ability to meet the requirement.

— 25 Poor Response is partially relevant and poor. The response addresses some elements of the requirement but contains insufficient/limited detail or explanation to demonstrate how the requirement will be fulfilled.

— 50 Acceptable Response is relevant and acceptable. The response addresses a broad understanding of the requirement but may lack details on how the requirement will be fulfilled in certain areas.

— 75 Good Response is relevant and good. The response is sufficiently detailed to demonstrate a good understanding and provides details on how the requirements will be fulfilled.

— 100 Excellent Response is completely relevant and excellent overall. The response is comprehensive, unambiguous and demonstrates a thorough understanding of the requirement and provides details of how the requirement will be met in full.

Price will be evaluated using the “standard differential method” for each sublot — each bidder receives 100 % of the available marks less the percentage by which their tender is more expensive than the lowest tender.

All pricing must be exclusive of VAT.

Any costs not included will be presumed to be waived.

The Contracting Authority does not intend to include a subcontract clause in this contract.

The Contracting Authority does not intend to include any community benefit requirements in this contract for the following reason:

No Community Benefits as meant in the regulations however some local benefits are implied.

This framework is designed to deliver multiple small value works which is not well placed to facilitate Community Benefits as meant in the regulations.

In breaking the requirement down into a number of lots, and limiting the number of Lots available to the same supplier, we are increasing.

Contracting opportunities for Micro and SME suppliers.

Tenderers should note that although the total value of the Framework has been estimated at GBP 1 100 000 (excl. VAT) the FC may modify the Framework, irrespective of the monetary value of those modifications, within the scope permitted as allowed under Regulation 72 (1) of The Public Contracts (Scotland) Regulations 2015, should Operational reasons require it.

Actual requirements can vary due to changes in (for example);

— Tree health: Increase in programme of tree safety inspections. This could result in additional felling requirements,

— Tree Safety: Extreme Weather Events & Wind-Blow which could result in an increase in requirements for additional tree safety work, and or clear up works for example following storm damage,

— Statutory Plant Health Notices (SPHN) which could result in a time bound requirement to clear areas of forest,

— Seed Collection: Unexpected high yield of seed crops would require significant additional aerial seed collection.
