III.1) Conditions for participation
III.1.1) Suitability to pursue the professional activity, including requirements relating to enrolment on professional or trade registers
List and brief description of conditions:
Bidders who wish to be considered for Lot 2 must be approved to operate on Gent equipment and must be current GENT integrators.
III.1.2) Economic and financial standing
List and brief description of selection criteria:
Bidders should provide ("general") yearly turnover for the last 2 years.
When turnover information is not available for the time period requested, the bidder will be required to state the date which they were set up or started trading.
Bidders will be required to state the value(s) for the following financial ratio(s):
— profit before interest and taxation,
— interest cover,
— net current assets,
— gearing.
It is a requirement of the contract that bidders hold, or can commit to obtain prior to the commencement of any subsequently awarded contract, the types and levels of insurance indicated below:
Employer's (Compulsory) Liability Insurance 10 000 000 GBP.
Public Liability Insurance 5 000 000 GBP.
Professional Indemnity Insurance 5 000 000 GBP.
Products Liability Insurance 5 000 000 GBP.
Minimum level(s) of standards required:
Bidders will be required to have a minimum "general" yearly turnover of the following for the last 2 years:
If bidding for Lot 2 — 66 000 GBP.
The acceptable range for each financial ratio is:
— profit before interest and taxation (greater than 1 GBP),
— interest Cover (greater than 1.1 times),
— net current assets (greater than 1.1 i.e. must be positive),
— gearing (less than 50 %).
The ratio will be calculated as follows:
Profit before interest and taxation (factual and identified within financial statements).
Interest cover (profit before interest and taxation plus Interest received divided by Interest payable).
Net current assets (Current assets divided by current liabilities).
Gearing (Total debt greater than one year divided by equity).
Bidders must hold or commit to put in place the required levels of insurance cover.
Should a contractor fail in relation to any of the required financial ratios or not be in a position to provide the information requested, we will consider accepting alternative measures in lieu of this which mitigate our financial risk, for example acceptance of a parental guarantee or performance bond for 100 % of the contract value.

Bield recently tendered for Inspection, Testing and Reactive Maintenance Service for Fire Alarm Systems and ancillary equipment for the period 1.5.2018 to 31.3.2021. This consisted of 3 Lots, two of which have subsequently been awarded (Lot 1 and Lot 3). A problem was subsequently identified in relation to the award of Lot 2 and, following legal advice a decision was taken to re-tender this. All information contained within the tender documentation remains the same, as does the contract award criteria and questions asked — any changes have been highlighted in red in the attached documents. Any contractor who has already submitted a tender may re-submit the same tender if there are no changes to be made. If you have already submitted a tender and do wish to make changes to your submission, please could you highlight these in RED, this will assist us with carrying out a speedy evaluation. Please note that contractor interviews will take place on 20 and 21 March and contractors must contact Mandy Shepherd at m.shepherd@bield.co.uk as soon as possible to arrange a date and time for this.
