To carry out a comprehensive multi-disciplinary feasibility and options appraisal for the Grand Pavilion, Porthcawl. The work will be required to produce documentation sufficiently advanced to make a convincing case for investment from targeted funders and enable the project to be presented as a viable proposition with clear evidence of public and stakeholder support. There are four elements to the contract, briefly described below. Full details can be found in the supporting documentation. Contractors can bid for one or more element and consortia bids from two or more organisations working collaboratively will also be considered, however you must state in your submission how you will plan and manage the collaboration. In all cases, Awen will determine what it believes to be the best value and approach. The four elements are: 1. Physical and heritage assessment - to include comprehensive statements outlining the historical, heritage and cultural significance of the Grand Pavilion; thorough, evidence based assessment of the condition of the historic fabric and building features, include an invasive surveys; thorough inspections of M&E systems; 2. Facility Mix Re-assessment of potential uses and facility mix across cultural, health, wellbeing and commercial sectors; Updating business plan to reflect up-to-date financial/usage/facility mix; Identifying opportunities which would enhance operations and sustainability (economically and environmentally); 3. Design Establish plans and cost plan to RIBA stage 2+, taking into account findings of parts 1 and 2; using findings of surveys to determine conservation approaches; artist's impressions 4. Funding Analyse outcomes of parts 1, 2 and 3 to devise a comprehensive funding strategy; identify and meet with potential funders; preparing expression of interest documents
