“Dorset County Council, “The Council” and NHS Dorset Clinical Commissioning Group “CCG” procured the framework in 2017 and it commenced on 1st December 2017, it is being re-opened fully for the first time, in accordance with its terms, to new entrants who meet the specified criteria.
Dorset Care Framework covers 3 Segments of service provision. The segments comprise of “Care and Support at Home” (Segment One), “Community Innovation” (Segment Two) or “Services delivered in a Care Home” (Segment Three)
“Care and Support at Home” (Segment One), “Community Innovation” (Segment Two) or “Services delivered in a Care Home” (Segment Three)
Services will be procured against each individual lot.

In February 2018 the Secretary of State agreed that the current nine councils across Dorset will be dissolved at the end of March 2019 and two new organisations, known as “Dorset Council” and “Bournemouth, Christchurch and Poole Council” will come into effect from 1 April 2019. Accordingly, unless notified otherwise, all framework agreements and any call-off contracts under them with Dorset County Council will transfer to Dorset Council with effect from 1 April 2019.
We anticipate that the following Lots will come to the market in the next 12 months for interested incumbent providers and those providers who are successful in their application to join the framework in January 2019
Lot 1 – Complex Care – CCG Only, Lot will be opened in April 2019 to successful suppliers awarded to Segment One.
Lot 2 – Day Opportunities – Lot may be opened in the next year of operation of the framework.
Lot 8 – Extra Care – Commissioning Partners reserve the right to bring this lot to market in 2019.
Lot 7 – Live-in Care – Primary CCG only, but DCC reserves the right to use this lot – Lot to be opened in April 2019
Lot 9 – Children’s – CCG only - Lot to be opened in April 2019 to successful suppliers awarded to Segment 1.
Lot 1 – Lead Organisation for new Carers Offer – expected to be issued April 2019
Lot 1 – Advance notice – Person Centred Opportunities for Individuals (Day Opportunities) – anticipated this lot will come to market in 2019/2020 Our vision for Day Opportunities is developing, with future provision in this area becoming more personalised approach, where most individuals, who meet care act eligible criteria, can access the community-based opportunities that they choose through Direct Payments and Individual Service Funds.
Lot 1 - Domestic Violence and Abuse services (DVA) - services across Dorset will be retendered this financial year.
Lot 1 - Vulnerable Young People’s services – Advance notice - Considering preventative approaches – such as mediation – as well as looking at innovation in providing visiting support via assistive technology.
Lot 1 - Support for people taking Direct Payments – Advance notice - area of development for DCC and we will be looking at opportunities to maximise opportunities for those in receipt of direct payments.
Lot 1 - Information Advice and Guidance (IAG) – Advance notice - We will look to consolidate the learning from pilots to produce a vision for a ‘Community Front Door’ that allows people to access the right information about prevention & care in formats and places that meet their needs. Our aim is to actively engage with the voluntary and community sector and to support the sector to lead on the co-design of the approach.
Lot 1 Support for carers of people with mental health problems- expected to come to market in May/ June 2019
Lot 1 – Support to End of Life Service – Advance notice – Support to End of Life service users in a domiciliary setting – it is anticipated this will come to market in 2019.20
Lot 2 – Person Centred Opportunities for Individuals – (Day Opportunities) anticipated that this lot will come to market in 2019/2020
Lot 3 – Intermediate Care - System pressures – anticipated this lot will come to market in September – November 2019
In the event of provider failure of any of Dorset County Council & NHS Dorset CCG’s current contracted service providers the Commissioning partners reserve the right to use providers on the Dorset Care Framework, in order to fulfil provider failure statutory responsibilities under the Care Act.
