II.2.4) Description of the procurement
The Authority has procured a perpetual licence of a fully integrated patient portal that provides patients with the ability to book, cancel and change outpatient appointments, access medical records and receive letters electronically. The awarding authority required the portal to provide read and write access to its version of Cerner Millenium patient administration system, thereby not requiring human intervention by hospital staff in order to make changes to appointments or access health records. Specifically, the Authority required at least the following functionality in a single patient portal accessible by patients via a web-based platform:
— read and download appointment letters and other relevant documents (e.g. clinic letters),
— manage outpatient appointments through a web-based booking portal allowing for appointments to be booked, cancelled or re-scheduled, with real-time availability of appointment slots and read/write access in to its instance of Cerner Millenium,
— provide functionality to allow for virtual clinics (video based appointments),
— provide integration for wearable devices,
— collect patient reported data via simple forms (e.g. friends and family).

Section IV: Procedure
IV.1) Description
IV.1.1) Type of procedure
Award of a contract without prior publication of a call for competition
Justification for selected award procedure:
The works, supplies or services can be provided only by a particular economic operator for the following reason: absence of competition for technical reasons
Explanation
The justification for a direct award under Regulation 32 for a perpetual licence in the patient portal is on the grounds of absence of competition for technical reasons, specifically, the absence of an equivalent product that delivers the Authority's functional requirements in full (primarily in relation to the integration with the Trust's PAS). The patient portal provides the following functionality in accordance with the Trust's requirements:
— read and write access to the Trust's Patient Administration System (PAS), Cerner Millennium, allowing for a fully integrated solution without the need for human intervention (other than the patient) for the booking, cancelling and re-scheduling of outpatient appointments.
— data brokering – wearable device data and patient reported data can be directly written back into the Trusts EPR platform (Cerner Millennium), providing direct insertion into existing clinical workflows,
— document management – the patient portal connects into trust systems and is able to directly access electronic versions of patients’ documents.
The Trust does not believe there is any other product on the market that currently provides the same level of integration with the Cerner PAS and therefore does not believe there is another product that can immediately provide the Trust's functional requirements.
In addition, the portal provides an integrated solution in a single platform allowing patients to:
— access their medical record via the patient portal (subject to the Trust's information governance requirements),
— access their appointment and clinic letters,
— Provide self-reported data back to their clinical care team.
