II.1.4) Short description
Interim award of contracts from 1.10.2018 to 31.5.2021 in the interests of providing effective, efficient and safe primary medical care to its registered population. By working at scale and sharing learning and expertise held within individual practices the CCG will improve patient safety, and create greater efficiencies whilst reducing access inequalities and improving quality of care through investment in general practice. The requirements for transformational change are not possible within the existing timeframes to undertake a fair and fully transparent competitive procurement process. There is also uncertainly in terms of both the potential cost implications and interoperability requirements at this stage which provides additional risk of not being able to deliver an alternative solution within the existing cost envelope.

Section IV: Procedure
IV.1) Description
IV.1.1) Type of procedure
Award of a contract without prior publication of a call for competition
Justification for selected award procedure:
The works, supplies or services can be provided only by a particular economic operator for the following reason: absence of competition for technical reasons
Explanation
It was decided that interim arrangements with incumbent providers should be put in place due to the following factors:
— this will enable a period of time for commissioners to undertake a robust review of current provision and service options,
— direct award to established providers enables a timely and reduced risk approach to delivery of the requirements in the interim, whilst a longer term procurement strategy is considered,
— introducing potential new providers during this evaluation period would have brought further complexities to this evaluation process and heightened the risk of patient safety whilst mobilisation arrangements took place concurrently to this controlled evaluation.

To be awarded 1.10.2018–31.5.2021 to 6 providers (inc 5 GP Federations) across North Hampshire CCG. This approach does not adversely impact any other procurement activities or prejudice future competition, the contract award will allow time to test, refine and adapt the model, robustly evaluate it and finalise the future specification. Values are based on 2018/19 budget envelopes and takes no account of any additions or reductions for the proposed period, for example inflation, efficiency savings, wage awards, or other national mandated requirements. A PIN Advertisement stating the Commissioning Intentions was previously published in the Official Journal of the European Union and Contracts Finder on 16.8.2018 (OJEU reference 2018/S 158-362131). There will be a PIN Notice published in late 2019 which will confirm the next steps for the procurement; this will likely include an initial Market Engagement Event to update potential bidders on the future Long Term Commissioning Intention.
