Abstract

The Order provides that the NMC must establish and maintain a register of qualified nurses, midwives and nursing associates. In order to do so, the NMC must from time to time establish the standards of proficiency necessary to be admitted to the different parts of the register. The standards of proficiency are the standards the NMC considers necessary for safe and effective practise under that part of the register.

Applicants will only be admitted to the NMC’s register if they meet the NMC’s standards of proficiency and are capable of safe and effective practice. An assessment of an applicant’s professional qualification is an important part of that assessment process.

The purpose of the test of competence is to assess an applicant’s skills, knowledge and experience against our standards of proficiency. The nursing, midwifery and nursing associate professions each have their own standards of proficiency.

The test of competence comprises two elements. The first is a computer based test (the “CBT”) which consists of a number of multiple choice questions designed to assess applicants’ theoretical knowledge and understanding. The second element is the objective structured clinical examination (the “OSCE”) which is a practical assessment of applicants’ practical skills and knowledge.

We are looking to work with a CBT provider with a proven track record and capability of hosting and supplying testing facilities for CBT applicants not just in the UK but also worldwide so applicants can complete part 1 of the test of competence before commencing to the OSCE examination.

The Nursing and Midwifery Council (the “NMC”) regulates nurses, midwives and nursing associates in England, Scotland, Northern Ireland and Wales. From January 2019 the NMC will also regulate the new nursing associate profession in England.

This tender is being advertised as an Open Procedure therefore please register your participation via our eSourcing portal (Section I.3)

The NMC is inviting tenders from organisations who wish to enter into a sole supplier Concession Contract for the provision of Computer Based Testing (CBT) Services for the Test of Competence for a minimum period of 3 years (3 + 1 + 1) with an option to extend by up to a further 24 months in 12-month increments.

We are looking to work with a CBT provider with a proven track record and capability of hosting and supplying testing facilities for CBT applicants not just in the UK but also worldwide so applicants can complete Part 1 of the Test of competence before commencing to the OSCE examination (Section II.2.4).
