II.2.4) Description of the procurement
The contract being tendered is for 3 years, 1.8.2020 to 31.7.2023, with an option for a further extension period at the end of the contract term for a further term of 2 years.
This tender project is seeking to appoint a suitably qualified supplier whose experience, initiative and innovation will be an asset to Oakwood Park Grammar School in enhancing the appearance of the grounds and general campus along with all pitches used for football, rugby and cricket.
The contract will be fixed price in nature, with the supplier invoicing the client for one-twelfth of the annual cost on a monthly basis. Whilst the monthly charge will represent one-twelfth of the contract cost, reconciliation will take place annually to reconcile the achievement of input hours and delivery of the specification of the contract. The client requires that the tendered specification is undertaken at all times and the successful supplier is expected to have a system in place to cover for both planned and unplanned absence of the staff dedicated to the contract and also the resource to meet the season needs of the contract.
The value of the current contract is in the region of 19 500 GBP per annum.
The scope of the contract and specification will include but not be limited to:
1) Maintenance of grassed areas;
2) Sports pitch marking and maintenance;
3) Maintenance of shrub and plant borders;
4) Hedge and tree maintenance;
5) Weed control;
6) Fence lines;
7) Preparation and maintenance of the cricket square to U19 county standards.
It is also the objective of this tender for the successful supplier to have in place a management support structure, site supervision and training plan that ensures that all client locations are kept to standard at all times and that the required grounds maintenance specification is achieved consistently.
It should be noted that the successful supplier will be expected to provide innovation, proven maintenance methods and appropriate equipment to the contract, thus ensuring that the highest levels of service are maintained in all areas at all times.
The successful supplier will be expected to actively work with Oakwood Park Grammar School to support environmental statement/aims, outline their own environmental policies and demonstrate what measures and procedures they propose to take.
Current grounds maintenance arrangement
At present there are 3 grounds staff employed at Oakwood Park Grammar School where the structure is:
— 2 x employees,
— 1 x apprentice.
Please be advised that:
— the grounds maintenance service is currently contracted to landscape services,
— the client has a minimum requirement for a supplier’s employers liability/public liability and professional indemnity insurance of 5 000 000 GBP,
— the minimum annual turnover that your organisation must have achieved to be considered for this opportunity is 500 000 GBP,
— the annual value of the current contract is 19 500 GBP (the total cost per annum at present); therefore, the value of this contract is 97 500 GBP (total annual costs from last year as above x 5 as this contract is for a maximum of 5 years).

Objective criteria for choosing the limited number of candidates:
Minimum of 5 suppliers and a maximum of 10 suppliers will be taken forward to the tender stage of the process. Where less than 5 suppliers meet the minimum standards, only those that meet the minimum standards will be taken through to the tender stage. Where more than 5 suppliers meet the minimum standard, those suppliers with the highest scores will proceed to the tender stage.
