IV.1) Description
IV.1.1) Type of procedure
Award of a contract without prior publication of a call for competition
Justification for selected award procedure:
The services can be provided only by a particular economic operator for the following reason: absence of competition for technical reasons
Explanation
A direct award of an interim block contract for a period of 6 months to enable the CCG to bridge the gap in service until an integrated dermatology service within its Integrated Care Partnership (ICP) contract is mobilised.
Rights are also reserved however to extend this 6 month interim contract for up to a further 12 months should the need arise due to wider system delays in implementing the ICP model.
Recognising its obligations and responsibilities under the NHS (Procurement Patient Choice and Competition) (No 2) Regulations 2013, the CCG has assessed the most appropriate route to awarding this contract, having regard to the necessity to secure continuity of these essential patient services and has concluded that the incumbent provider will assure the safest solution and being considered the only technically capable provider at this time.
IV.1.11) Main features of the award procedure:
Direct award of an interim contract to the incumbent provider to ensure continuity of essential health services to local patients to enable a transition period until the service is replaced by a new integrated dermatology service to be provided within the new model of an integrated care partnership (ICP) across Hillingdon. This is a 6-month contract, but with rights reserved to extend up to a further 12 months should this become necessary due to wider system delays.
