Abstract

Horsham District Council (‘the Council’) is inviting tenders from suitably qualified and experienced service providers for the provision of bulky waste collection services throughout the Horsham District. The Council is obliged under Section 45 of the Environmental Protection Act 1990 to collect household waste. Under the Controlled Waste Regulations 2012, the Council can apply a reasonable charge for collecting items that are either in excess of 25 kgs, or do not fit or cannot be fitted in the standard 140 litre residual waste bin. This service is commonly described as a bulky waste collection service. The service allows residents to dispose of unwanted items (‘waste’) such as furniture, white goods (large electrical goods) and other portable household items, for which a service charge is payable. The Council is seeking to minimise Waste and increase re-use and recycling. In keeping with this objective, Waste may be considered for re use or recycling where appropriate in line with the Waste Hierarchy. The total number of items collected in 2018/19 was around 4 778, which we expect to grow as housing development expands by roughly 800 properties per year over the next 4 years, with a potential for up to 6 000 items to be collected per annum by the end of the contract. The contract start date for the delivery of the services is scheduled to be on 1.4.2020 at 7.00. The contract will be awarded for a period of 4 years until 31.3.2024. The Council is procuring this contract following the open procedure under the UK Public Contract Regulations 2015 and the Council’s Procurement Code. The Council will be awarding one contract for the provision of all services detailed in the specification.
