IV.1) Description
IV.1.1) Type of procedure
Award of a contract without prior publication of a call for competition
Justification for selected award procedure:
Additional deliveries by the original supplier ordered under the strict conditions stated in the Directive
Explanation
Negotiated procedure without prior publication
The works, supplies or services can be provided only by a particular economic operator for the following reason:
Absence of competition for technical reasons
Explanation:
In compliance with Paragraph 32(5)(b) of the Public Contract Regulations 2015, the contracting authority requires additional deliveries by the original supplier, Abbott Laboratories Ltd, which are intended as the extension of existing supplies where a change of supplier would oblige the contracting authority to acquire supplies having different technical characteristic which would result in incompatibility in operation and maintenance. These deliveries are required for the period following expiry of the existing contract on 20.3.2020 for an initial period of up to 6 months.
A procurement exercise is currently being conducted for the supply of these goods and this contract without a call for competition is a bridging arrangement to allow for continuation of clinical service until such times as the procurement exercise is concluded and resultant contract is implemented.
