Middlesbrough Council is seeking providers to support an integrated model of support for those with needs around homelessness, domestic abuse and substance misuse. Successful bidders awarded to each lot must work together seamlessly, using the case management system of Middlesbrough Council to deliver their respective services, in the form of an integrated model to deliver up to 4 lots, which may have cross cutting delivery aims in respect to:
Lot 1: Young Persons Dispersed Accommodation;
Lot 2: Domestic Abuse, Crisis Intervention and Support;
Lot 3: Domestic Abuse, Children and Young People Therapeutic Service;
Lot 4: Refuge Provision andVulnerable Women’s Project.

The accommodation for the service is not secured as part of this tender process and as such the successful provider is expected to secure accommodation for the service.

To reduce the impact of domestic abuse in Middlesbrough through the provision of an integrated crisis, intervention and support services for women, men and children experiencing domestic abuse or whose lives have been adversely affected by domestic abuse providing duty cover 365 days a year to work with both men and women, aged over 16 who have been the victims of domestic abuse.
The crisis, intervention and support service will integrate the following elements:
— referral and response,
— IDVA
— protect and support workers,
— structured community-based recovery programmes,
— sanctuary scheme,
— domestic abuse counselling service.

This service will provide age appropriate therapeutic one-to-one and/or group work with children and young people identified as experiencing domestic abuse and delivers prevention work and raising awareness with children and young people.
The aim of this service is to promote and improve the safety and recovery of children/young people (age 3 to 18 years) in the Middlesbrough area. Delivering age-appropriate therapeutic one-to-one and/or group work to children and young people who have lived with domestic abuse to help them to process their experiences and to raise awareness of the nature and prevalence of domestic abuse, within the school environment and other youth settings.

Provides a safe haven and intensive support for women, young people and children identified as high risk or fleeing domestic abuse of abuse.
Refuge will provide emergency accommodation for women and children fleeing domestic abuse comprising of 14 units in a purpose built building ranging from 1, 2 and 3 bedroom accommodation which can be fully utilised by single women or women and their children who are fleeing domestic abuse with a staff meeting room/office/children’s play area, communal lounge and sleep over facilities including emergency out of hours service.
