Abstract

There are considerable anti-social behaviour issues in the area of Tumble. The geographical area is rural, with poor transport links. This is also a significantly economically deprived area. There are currently no resources, services or opportunities for youths in the area, and as a result youth congregate in the park during the evening times. Police are routinely called to the area in order to address vandalism, drug & alcohol consumption and anti-social acts. It is the intention of Llannon Community Council to develop a state-of the -art Urban Sports Park which would provide locals with ● An introduction into the supportive community of urban sports. ● Engaging in a dynamic, up-and-coming sport. ● Opportunities to socialise with others in a safe and vibrant location. ● Gain a sense of pride in their area from an ambitious, large scale development. The Riot Skatepark Committee have continued with their awareness driving campaign by sharing the ways in which skating has helped with their mental and emotional health as well as providing deep connection and sense of community with others. It is Riots belief that a large scale, ambitious, inclusive Skatepark will address many of the deprivation issues in the immediate area but will also draw people from miles around. Such a park could significantly alter the economy of the area, providing local shops and stores with more custom, bringing in more tourism and invigorating the community with a youthful, exciting buzz; raising overall optimism and positivity. Riot aim to create a park which has a focus on reducing anti-social behaviour; creating a safe space for all ages. The park would be a social hub, and therefore a great deal of consideration needs to be spend on areas for individuals to congregate, and activities associated with Urban Sports such as photography, music, socialisaing, shelter from the weather, eating and events. Riot surveyed 109 locals about the kind of park that would provide the most joy to use. The ultimate response was that the park should focus on Flow (see Appendix 3 for full market research report). Street style bench and box obstacles along connecting areas, with obstacles close to one another. The design would need to be able to ensure that the park has a balance of abilities from beginners to professional. In addition, Riot would like to provide a venue for up and coming Urban Sports Players a location where they can develop their skill with an aim towards the Olympics. Riot would like the park to allow able bodied and disabled persons with the same opportunities. In December 2019 the Riot Committee travelled through Wales and England looking at some prominent skateparks to investigate different styles and functions in order to more clearly identify the what the design of Riot Urban Skate Park should include. Definitively, the Riot committee would like to see more of a focus on street/plaza style design with heavy feature of stairs, curbs, benches walls and slopes. The design should include some park-style features too such as curves and bowl-like shapes, however the focus should be on street style. A more detailed list of ‘essential’ requirements is below. The park should consider the needs for ALL Urban Sports disciplines including skateboarding, blading, biking, scooter riders and free runners. Special consideration should be made for free runners and how they can use the park with other players, as well as areas specifically for free running. Again, the park should also consider the needs for those with physical and sensory disabilities and should also include a disabled, skate/in/out toilet within close proximity to the park.

Understandably a high proportion of users will be individuals within urban sports. However, the design must also focus on other elements, including

● Areas for individuals to socialise that are safe and inclusive of the park.

● Consider creative activities such as videography and photography.

● A safe place for general spectators, parents and guardians.

The park will be used both in daylight and evening times, therefore appropriate lighting needs to be included in the design.

Spectators needs should also be a focus, with adequate seating and shelter from the elements.

Speakers for Bluetooth music speakers should also be costed out and included if possible.

OLYMPIC LEVEL

Riot recognises that Skating sports have had such significant development in recent years. Skateboarding and Parkour now being included in the Olympics, Riot aims to ensure that this new development allows users to develop skills which would allow users the opportunity to aspire towards ambitious goals such as the Olympics. Riot would also like this new park to be the site for large scale competitions, and therefore must strike a balance between beginners, and advanced users. The design should also include an outdoor, disabled toilet.

ACCESS FOR ALL

Riot feels passionately that skating is about being inclusive. All levels. All People. All Abilities. Whilst Riot recognises that this is an ambitious goal, they want Riot Urban Sports Park to be usable for all skating modalities. This includes Scootering, Blading, BMX, Skateboarding, Free Running and others.

Riot also feels passionately that this new development should be usable for individuals with mobility and sensory issues and the design should make good provisions for those who are hard of hearing and deaf, partially sighted and physical disabilities.

SOCIAL BENEFIT

Urban sports are more than just an activity, it is about social inclusion and community. Riot wants to provide an area where people may want to visit irrespective of sports and visit also for the vibe and buzz. Places to sit, to spectate and to engage creatively, such as engaging in photography, music and food. Thought to be considered on avoiding anti-social behaviours. Including consideration for evening lighting, CCTV etc

Look & Feel - Designs should incorporate Riot’s unique branding into the design.

The site for the build is approximately 30 x 70 meters and on uneven terrain (Topographical Study available). We are aware that there may be on a coal seam on the site for the Urban Sports Park, a copy of the site investigation report is available. We require that appropriate low energy lighting is provided to the site to provide adequate lighting for use of the skatepark during dark. A copy of a report as produced by an ecologist is available for your reference should this be required.

Access is currently quite limited for the level of development for the park. An alternative access has been costed out with plans.

A sports and community hub is currently in planning phase, and will be located next to the Urban Sports Park. Whilst this will provide amenities, the Riot committee would like to provide an outdoor disabled toilet.

3 Conditions for Participation

3.1

Minimum standards and qualification required

Tenderers must have a successful/ acceptable track record of delivering services, similar to those sought by this tender in the last 2 years. References will be taken up from nominated referees to confirm the track record. Any tenderer who does not meet this criterion will fail.

Tenderers must have the minimum levels of insurance which are as follows:

£5m Public Liability Insurance

£5m Employer’s Liability Insurance

£1m Professional Indemnity Insurance

or be willing to increase their current insurance levels to the above levels if they are successful.

Any bidder who does not meet the minimum insurance levels and is not willing to increase their insurance policies if awarded the contract will fail.

Tenderers are required to demonstrate their approach to H&S matters, by providing a copy of their H&S policy. Tenderers must also confirm that

a) they have not encountered any Health and Safety Executive or Local Authority enforcing action in the last three years or

b) if enforcing action has occurred in the last three years, it must be demonstrated that appropriate steps have been taken to rectify such problems. Any tenderers who cannot demonstrate the above will fail.

Quality will be measured by an assessment of a tenderers response to the Method Statement questions (with supporting information). The responses to Method Statements will be assessed by an evaluation panel of suitably qualified and experienced officers of the Council together with (where appropriate) other individuals/organisations appointed by the Council. The individuals on the evaluation panel will award scores for the Method Statements reflecting their reasoned professional judgement as to the merits of each response.

Each response will be awarded a separate score out of 5, with 0 being the lowest and 5 the highest score. The definitions of each level of scoring are as follows:

Tenderers should note that in the event that a bid is considered to be fundamentally unacceptable on any issue, then regardless of its other merits, that bid will be rejected. Throughout the evaluation process, the right is reserved to seek clarification from tenderers, where considered necessary to achieve a complete understanding of the proposals received.
