City of Wolverhampton Council was intending to award to a suitable provider for the provision of care within extra care housing.

Extra care housing is a supported living option that provides an opportunity for people to live in their own self-contained property whilst having on site access to care and support in accordance with their assessed needs.The aim of extra care housing is to provide an independent living community that meets a wide range of needs and aspirations, whilst offering flexible care and support to meet changing needs presented by service usersover time.

This service is restricted procedure and procured under the light touch regime set out in the Public Contracts Regulations 2015.

Upon undertaking a restricted procurement exercise, the Council were unable to appoint a suitable provider to deliver these provisions. In accordance with EU procurement regulations, the Council is issuing this VEAT notice to advise of the direct award to the provider detailed within this notice.

Justification for selected award procedure:

The procurement falls outside the scope of application of the Directive

Explanation:

In accordance with EU procurement regulations, the Council is issuing this VEAT notice to advise of the direct award to the provider detailed within this notice.

This initial procurement exercise was advertised within OJEU on 7.5.2019 ref: 2019/S 090-217044. Upon undertaking a restricted procurement exercise, the Council were unable to appoint a suitable provider to deliver these provisions. The Council received 2 submissions; neither of which was suitable in relation to the tendered specification.

The Council is committed to providing value for money care services and community activities that enable people to live as independently as possible within the community. Care services and community activities in these schemes have been providing high quality support for many years in a model that customers and their families report as having a positive impact on their health and well-being.

This provisions for Item 1 to 5 will be for a contract duration of 2 years, starting from 28.3.2020 to 31.3.2022. The provision for Item 6 will be for a contract duration starting from 28.3.2020 to 11.12.2020.
