Through the auspices of the Defence Cyber Protection Partnership (DCPP) MOD has implemented the Cyber Security Model (CSM) which introduces a cyber protection process in all new procurement involving the handling of MOD identifiable information. This contract has been identified as being in scope of the CSM and has been assessed as a very low cyber risk level.

No tenders or no suitable tenders/requests to participate in response to negotiated procedure with prior publication of a contract notice
Explanation:
The operational infrastructure team, part of the UK Ministry of Defence, intends to place a single source contract with WFEL Ltd to manufacture and supply 22 medium girder bridge sets and provide a modular, hand-built, air-droppable gap crossing capability for light and medium forces. In addition to this, WFEL Ltd will provide in-service support for this capability, including repairs and modification. The contract will be for an initial period of 5 years with 5 additional option years and will have an estimated value of 68 000 000 GBP (ex. VAT).
It is considered that this contract can be placed with WFEL Ltd using the negotiated procedure without prior publication of a contract notice pursuant to Article 28(1)(e) of Directive 2009/81/EC and Regulation 16(1)(a)(ii) of the Defence and Security Public Contracts Regulations 2011 (SI (1848)) on the basis that the contract may be awarded only to WFEL Ltd for technical reasons. WFEL Ltd alone has access to the specific technical know-how, tools, equipment and technical documentation required for the performance of the contract and to maintain interoperability with the currently installed bridge sets.
