Section IV: Procedure
IV.1) Description
IV.1.1) Type of procedure
Award of a contract without prior publication of a call for competition
Justification for selected award procedure:
The services can be provided only by a particular economic operator for the following reason: absence of competition for technical reasons
Explanation
Direct award to the incumbent provider, MIND in Croydon, to enable transformation and re-purposing of a range of existing services to better meet existing high demand, including to run a pilot service element for a period of 12 months to enable the CCG to complete the redesign and review of new pathways. Recognising its obligations and responsibilities under the NHS (procurement patient choice and competition)(No 2) Regulations 2013, the CCG has assessed the most appropriate route to awarding this contract, having regard to the necessity to secure continuity of these essential patient services and has concluded that the incumbent provider will assure the safest solution, within the necessary tight timeframe of April 2020 and being considered the only technically capable provider at this time, having the capability, local knowledge and understanding and existing infrastructure and resources to deliver the services within the very challenging financial investment available.
IV.1.11) Main features of the award procedure:
This contract is being directly awarded to establish a single contractual arrangement with an incumbent not-for-profit specialist service provider, as a result of combining 3 existing contracts (social networking hub, counselling service, helpline and information). A pilot is being included, having essential links to the existing services and resources.
