1.0 Project Summary
The pilot study is intended to trial community electric cars in Gwynedd. The intention is to place 2 cars in communities, thus promoting the use of a community car that will be available to serve the area as well as promoting the use of electric cars.
An open call was held in 2019 to identify 2 communities equipped and willing to be responsible for these cars, and administer and promote the use of these cars within their areas.
The Concept and funding originated with the Gwynedd LEADER project (Arloesi Gwynedd Wledig).
The 2 successful communities, via the open call, for year 1 of the pilot project is Abergynolwyn and Bethesda. The cars have been placed in those communities between October 2019 and October 2020.
Another open call will be held in the summer of 2020, to identify a further 2 communities in Gwynedd to receive and use the cars. The cars will be with the 2nd batch of communities between Oct 2020 and Oct 2021.
To assist with the management of the project we wish to appoint specialists to
a. Provide ongoing technical support for the communities
b. Assist the AGW team with general coordination and monitoring.
2.0 Overview of LEADER
LEADER is the term used to describe a local development approach for rural areas. The name comes from the French abbreviation for ‘Liaison Entre Actions pour le Development de L’Economie Rurale’ which roughly translates to ‘links between actions for developing the rural economy’
It is an EU and Welsh Government funded project that will support activities in Gwynedd between 2015 and 2022 across five themes. More information is available on the Arloesi Gwynedd Wledig website.
The current LEADER programme is being delivered in Gwynedd by Menter Môn. They are accountable to the Local Action Groups (LAG) which gives strategic direction and experienced input into projects. The LAG for Gwynedd is Arloesi Gwynedd Wledig.
The Gwynedd team are based in Porthmadog and with responsibility of working with various groups and communities of interest, to develop and administer projects.

b. Maintain communication with Co-Wheels (the car leasing company that has been procured for the 2 cars).
c. Coordinate 2 Easter events (one in each community) to showcase the project to date, share lessons learnt and generate interest for the 2nd batch of communities.
d. Attend the progress review meetings every month, where both communities meet in Porthmadog to discuss activities and share lessons learnt.
