Abstract

DFID Research and Evidence Department sought a service provider (SP) to provide technical advisory support and programme management services including financial management and administration, due diligence and management of downstream partners. The SP will deliver research under the following 3 themes:

— better data and measures of extreme poverty (theme 1),

— analysis of the changing causes of poverty and structural drivers of poverty reduction (theme 2),

— impact evaluation and operational research that identifies what programming approach works best to drive poverty reduction in different contexts (theme 3).

Ex Pov is a 10 000 000 GBP 7-year (84 months) programme that intends to procure technical assistance to provide research and evaluation to help DFID and its partners to better understand the changing nature of global extreme poverty and use this to deliver DFID's core business, supporting more effective strategies, policies and programmes for poverty reduction in particular in fragile and conflict-affected states and situations (FCAS). There is the possibility of a 42-month extension and/or up to 5 000 000 GBP.

This requirement is not subject to the requirements of the Public Contracts Regulations 2015 and Directive 2014/24/EU by virtue of the applicability of Regulation 14. DFID is voluntarily publishing this requirement for publicity purposes only.
